What do landlords legally need?
At least one smoke alarm on every storey used as living accommodation, working at the start of each tenancy, plus carbon monoxide alarms in rooms with fixed combustion appliances. Mains interlinked alarms are the version that does not depend on tenants replacing batteries.

Heat alarm in the kitchen, smoke alarms elsewhere. A smoke alarm by the toaster gets silenced and then ignored, which is worse than not having one.
